first, it's caucas, not caucus, second off, belarus is not a caucas nation.

You don't need a semicolon there because the part after the first "and" is a dependent clause. You could also keep the semicolon and change it to something like "therefore, it is willing...."

I think "involving any of these three issues." sounds better, but what you wrote isn't wrong. ("Any" includes actions that involve more than one issue, and "issues" seems more related to actual actions than "topics" does.)

"Currently the world is an unstable place, but the key to fixing it lies in diplomacy rather than military action." sounds better to me because it puts more emphasis on diplomacy.
