A School Constitution

Where do I put this?
Well, I said I'd put my manifesto up. The trouble is, where the thump should I put it?
It's pretty much going to be summary of how I think school should work. Aka, what I'd want to be taught, how it would be scheduled, how issues like religion would be treated, and how it should be funded.
Which category would that thread fit into best?

A School Constitution

Youth Rights seems like best fit unless it's about a specific school, then school talk.

Course we won't get anal about it so...your choice.
