Goku. Even if he lost, Superman would be just weak enough for Goku's friends to revive him using the orbs of plot advancement...I mean dragon balls and kick Supes's butt in round two.

The Joker would win by a huge margin. The Riddler, though intelligent, rarely tries to inflict real harm upon anyone, and is probably the least criminally threatening of all the Batman villains. In most canon, anyway.
